Sub-Area Plan for area was completed in 2023 and is in process of being implemented. Complexities related to redeveloping the area will require several years of planning and activity covering a wide range of issues. Requires multiple departmental/divisional cooperation.

Pursuit and facilitation of redevelopment of the Longmont Sugar Factory Focus Area and to address environmental contaminant issues.

Description

The Sugar Factory Focus Area is within the boundaries of the Southeast Longmont Urban Renewal Area. In 2023, the City Council approved the Sugar Factory + STEAM Area Sub-Area Plan providing guidance on the redevelopment and transportation connectivity for the 130 acre +/- site. A primary goal within the Plan is to remediate, preserve and restore the historic structures and establish them as the center of activity for an active and successful development. The City has more recently been working on a strategy to fund environmental remediation of the site including the historic structures and remediate the unnatural "wetlands". The City is pursuing the annexation of about 90 acres of unincorporated area into the City, and thereafter incorporating it into an urban renewal area making it eligible for tax increment funding (TIF) that would be used to fund public improvements and leverage significant private redevelopment investment.
