Members of the Building Electrification Advisory Committee (convened to guide the planning process) confirmed and applied the following four priorities to select and shape Plan strategies. These guiding priorities were built largely from the City’s Sustainability Plan and the Climate Action Recommendations Report.
- Environmental Impacts: emissions, health, safety, resilience
- Local Economic Benefits: workforce, market
- Fair Distribution of Benefits/Burdens: equity
- Electric Grid Benefits/Costs
Plan Strategies
The City’s starting points for beneficial building electrification include strategies for partnerships, policies, programs and financing. Some of these strategies are already underway and others will take more time to develop and properly resource with staffing and funding. The strategies are ordered by priority – those things that must happen first in order for others to follow successfully – and by ease of implementation, including costs and other resource considerations. Each strategy has a cost range and greenhouse gas (GHG) estimated impact.
Cost:
Estimated cost ranges include both first costs and ongoing operation costs. These cost ranges do not include customer costs except where noted.
- Low: Under $50,000
- Medium: $50,000 - $300,000
- High: $300,000+
Greenhouse Gas Impact:
Estimated reduction of total GHG emissions from the 2016 baseline as a result of strategy activities through 2050.
- Low: Less than 3% reduction by 2050
- Medium: 3-10% reduction by 2050
- High: Greater than a 10% reduction by 2050
Timeline
Some strategy activities can begin right away but will take time to fully develop and implement; some will require further evaluation.
- Short term: Beginning immediately with implementation by 2025
- Medium term: With implementation between 2025 and 2030
- Long term: May be implemented after 2030
