City staff began following the Sustainable Procurement Policy to start including specific waste diversion goals in 2025. Prior to 2025, projects may have included specific diversion goals but the process was not formalized for projects city-wide.

To reduce the amount of waste landfilled from City and LURA construction projects, this strategy aims to establish a waste diversion target for all contractors to commit to achieving to be awarded the project.

Description

The City does not have control over the LURA construction projects. However, to meet this strategy, Purchasing staff are working with project managers to incorporate more waste recovery, reuse and recycling into the Capital Improvement Program (CIP) projects. Purchasing, project managers, and CAO have completed a draft update to the Construction General Conditions and Contracts. Due to the broad scope of construction projects covered by the General Conditions, the group agreed it would be most appropriate to add specific goals in each project's Special Conditions. These requirements should be compatible with the overall Sustainable Procurement Policy and Sustainability Standards. Example: incorporating a 50% waste diversion goal for 2025 roof replacements on City buildings.
