A building performance standard provides an energy baseline that existing buildings must achieve to meet a threshold of energy performance while allowing the building developer and/or owner flexibility in how they achieve it. A building performance standard is an option to more aggressive building code amendments in the near term and may align with Colorado state benchmarking performance requirements in 2026.
